Louis Rouppet was the proprietor of Quick Lunch Restaurant and owner of 513 Broadway.
Likely mis-spelling of Rouppet to Rupert. Mr. Rouppert passed away in 1957 and the Carter Sparks designed building seems to have not been built. - via GS
